A festival of festivals MANDEI – an annual tribal festival organized by the District Council of Culture, Nabarangpur is a gala event of the state, organized in the month of November every year all over the district. The whole month of MANDEI witnesses events on sports culture, seminar mountain trekking, boat race and artists camp. Introduction
-
- The newly formed government in Odisha announced the ‘Subhadra Yojana’ during the state assembly election.
- Since its announcement, beneficiaries are eagerly waiting for the implementation of the Subhadra Yojana.
-
- Once officially implemented, Odisha Subhadra Yojana will be known by some other names also such as :- “Odisha Subhadra Jojana” or “Odisha Subhadra Scheme”.
- Recently the Odisha Government has released the SOP of Subhadra Yojana.
- The main objective of Subhadra Yojana is to support women belonging to low income group families so that they can empower their family financially.
- Women and Child Development Department of Odisha Government is the nodal department of of this scheme.
- Every eligible woman in Odisha will get an financial assistance of Rs 50,000/- under Subhadra Yojana.
- Financial Assistance to women beneficiary will be provided in phased manner.
- Women Beneficiary will get Rs 10,000/- per year for the next 5 years under Odisha Government’s Subhadra Yojana.
- The annual assistance under the Subhadra Yojana will be credited in two equal installments of Rs 5,000/- each.
- The first installment of Subhadra Yojana will be credited on the occasion of International women’s day i.e. on 8 March.
- And the second installment will be credited in the bank account of women on Raksha Bandhan in the month of August.
- Earlier, the government has notified that assistance would be provided in the form of a cash voucher but as per the SOP the amount will be credited directly into the women beneficiaries bank account.
- Government of Odisha will also conduct an awareness program to promote digital literacy.
- 100 Women Beneficiaries from each Gram Panchayat/ Urban Local Body will also receive an additional benefit of Rs. 500/- upon completing maximum digital transactions.
- Women Applicants of age between 21 years to 60 years are eligible to avail the benefit of financial assistance under Subhadra Yojana.
- The benefit of Subhadra Yojana will be provided to all women except those who are financially sound and tax payers.
- Additionally, women receiving monthly pension of Rs 1,500/- or more or yearly pension of Rs 18,000/- or more through any scheme are also not eligible for Subhadra Yojana.
- It is to be estimated that around 1 Crore women will get the benefit of Subhadra Scheme.
- Odisha Government allocate a budget of Rs. 55,825 Crore for the proper implementation of this scheme.
- Women Beneficiary who meet the eligibility conditions for Odisha Subhadra Yojana can submit their applications online and offline.
- Subhadra Yojana online application form are now available at its official portal.
- Women Applicants can apply for financial assistance under Subhadra Yojana by filling the Offline Application Form which is available free of cost at Anganwadi Centers, Block Offices, Mo Seva Kendra’s, and Jana Seva Kendra’s.
- Moreover, Women Applicants can also apply for Subhadra Yojana through Online Application Form.
- It is mandatory for all to confirm their eligibility by submitting the declaration form for e-KYC.
- Odisha Subhadra Yojana helpline call center will be set up for queries related to it.
Benefits of Scheme
- The following benefits will be provided to each eligible women beneficiaries under Odisha Government’s Subhadra Yojana (Jojana) :-
- Financial Assistance of Rs. 50,000/- to all Women.
- Assistance will be provided for the next 5 years.
- Women Applicant will get Rs 10,000/- per Year.
- Rs. 10,000/- will be credited in two equal installments of Rs. 5,000/- each.
- Rs. 5,000/- on International Women’s Day and Rs. 5,000/- on Rakshabandhan.
- Subhadra Card (ATM cum Debit Card) will be provided.
- Rs 500/- incentive to 100 beneficiaries who complete maximum digital transaction in a Year.

Eligibility Criteria
- Benefits of Odisha Subhadra Yojana will be provided to only those Women Beneficiaries who fulfil the following eligibility criteria sets by Odisha Government :-
- All married or unmarried women are Eligible to Apply for this scheme.
- Women Applicants should be a Permanent Residents of Odisha.
- Women’s Age should be between 21 years to 60 years.
- Women Applicant should have NFSA/ SFSS Card.
- Daughter of Anganwadi Workers and helpers.
- Date of Birth of Women Applicant should be between 02-07-1964 to 01-07-2003.
- Women aged above 60 years during the scheme period i.e. 2024 to 2028 are eligible.
- Any woman who doesn’t NFSA/ SFSS card can also apply for the scheme whose family income is not more than Rs 2.5 lakhs.
- Salaried or employees engaged through outsourcing agencies are eligible.

Ineligibility Criteria
-
- Women less than 21 years of age or more than 60 years as of 1 July 2024 will not be considered eligible for 2024-25 financial year.
- Women receiving pension or scholarship of Rs 1,500 or more monthly or 18,000/- in a year, are also not eligible.
- Central Government/ State government regular/Contractual employee and those receiving pension after retirement.
- If women or their family members who fall in the following category are also not eligible for the scheme : –
- Current or former member of the parliament or legislative assembly.
- Beneficiaries who are paying income tax.
- Elected as a representative in any Urban local body or Panchayat Raj Institutions (Except ward member and local councilor).
- If applicants families possess a land whose size is more than 5 acres for irrigated land and 10 acres for non-irrigated land.
- Own four wheel vehicles except tractors, mini trucks, small commercial vehicles and other small light goods vehicles.

How to Apply
-
- Women Applicants can apply for the Odisha Subhadra Yojana through its application form.
- Applications for Subhadra Yojana will be accepted through 2 modes :-
- Through Offline Application Form.
- Through Online Application Form.
- To confirm eligibility, it is mandatory for all beneficiaries to submit the declaration form for e-KYC.
- e-KYC will be done online through Subhadra portal or Subhadra Mobile App.
- For e-KYC, face authentication will be carried out and beneficiaries need to enter their Aadhaar number.
Offline Application Process
- Eligible Women Applicants can apply for financial assistance under Subhadra Yojana by filling Offline Application Form.
- Offline Application Form of Subhadra Yojana is available free of cost at any of the below mentioned offices/ centres : –
- Anganwadi Centers.
- Mo Seva Kendras.
- Block Offices.
- Urban Local Bodies offices.
- Common Service Centres.
- Applicants are not required to pay any fee to obtain the application form and its submission in these centres.
- Collect the Subhadra Scheme Application Form and fill it correctly.
- Attach all the required documents with duly filled application form and submit it to the nearest Mo Seva or Jan Seva Kendras.
- Submitted applications will be cross checked by the concerned authority as per the recorded database.
- Applications found correct will receive a confirmation on their mobile number.
- Selected Women Beneficiary of Subhadra Yojana will collect their Scheme Credit Card from Block Office/ Anganwadi Centre.
- Financial Assistance under Subhadra Yojana will then credited in the bank account of women beneficiary as per dates mentioned in the guidelines.
Online Application Process

- Women Beneficiary can also apply for Subhadra Yojana through its Online Application Form.
- Online Application Form of Subhadra Yojana is available Subhadra Yojana Portal.
- Applicants need to select the Subhadra Yojana link from the home page.
- Fill the basic details like Personal Details, Contact Details, Bank Account Details in the Subhadra Scheme Online Application Form.
- Upload all the required documents.
- Preview the Application Form and click on submit button to submit it.
- Submitted Subhadra Yojana Application Form and documents will be scrutinized by the concerned department officials.
- List of Women selected for financial assistance under Subhadra Yojana will be made then.
- Selected Women Beneficiary will be informed through SMS on their Mobile Number.
- Financial Assistance of Rs. 10,000/- per year will then transferred in the bank account of women beneficiary in 2 equal instalment.
Features of the Scheme
- Odisha Subhadra Yojana will be implemented in all 30 states.
- Applicants can apply for the Subhadra Yojana application through offline and online mode.
- Aadhar Card, Aadhar Linked Bank Account is mandatory to avail the benefit of Subhadra Yojana.
- Women aged above 60 years during the scheme duration i.e. from 2024 to 2028 are also eligible for the scheme.
- For 2024-25 financial year, if any women’s age is less than 21 years or more than 60 years as of 1 July 2024 will not be considered eligible.
- Applicants e-KYC will be processed through Subhadra portal or its mobile app.
- eKYC will be done with the help of beneficiary face authentication and after this they need to enter their aadhaar number.
- To receive the benefit, applicants need to ensure that the bank account must be in her name and linked with their aadhaar number.
- Applicants do not have an active DBT linked bank account, they must open one before applying for the scheme.
- To promote digital literacy in the state, the government will issue Subhadra Debit Card to all beneficiaries.
- Applicants must have aadhaar in their own name.
- Aadhaar must be linked with their mobile number and bank account.
- In case Aadhaar is linked withe more than one bank account then the benefits will be credited to the last linked bank account.
